GridLabs, a nonprofit organization that provides technical expertise to policy makers on large-scale grid systems, has issued a white paper designed to help South Carolina stakeholders understand how the grid can be modernized to provide direct economic benefits to customers.

The paper is essentially a “how to” guide to a favorable benefit-to-cost ratio for customers.

This paper begins with a discussion of the potential benefits of grid modernization and the potential challenges to securing a favorable benefit-to-cost ratio for customers. This paper then focuses on the South Carolina Grid Improvement Plan proposed by Duke Energy, helping South Carolina stakeholders evaluate the plan’s breadth, cost, and recommendations.

The views, thoughts, and opinions expressed in the text belong solely to the author and its contents and the opinion expressed therein do not necessarily reflect the opinion and positions of the South Carolina Office of Regulatory Staff (“ORS”). The ORS did not commission the above report. However, ORS seeks to objectively evaluate positions and it is the opinion of ORS that the report is both valuable and thought-provoking.
